Calls and Actions for Low Cost Health Insurance in the Hispanic City of El Paso

Living in El Paso in the state of Texas is like living in a Hispanic Era. It is where the Spanish conquistadors celebrated the first Thanksgiving mass in the United States on April 2, 1598. It is also where the Viva El Paso, a musical that depicts El Paso’s rich culture and tradition through dance and songs, is staged yearly to remind the residents of this Hispanic community that they possess one of the richest cultures in the world which they should be proud of.



It is the sixth largest city in the state of Texas and the 21st largest city in the United States with a population of 598,590. Called as the “Star of the Southwest” and “Land of the Sun”, El Paso houses one of the premier public university systems in the country, the University of Texas at El Paso. In addition, it is also where the Fort Bliss (a major U.S. Army installation) is situated. There are other places of interest in El Paso, making it one of the great options in case you consider relocating your residence.



However, El Paso is also in controversy when it comes to uninsured population. It shares some of its uninsured population to the 5.4 million uninsured individuals in the state of Texas which is considered to be the largest uninsured population in the country. The figure is almost close to a quarter of the state’s total population, according to Texas’ State Comptroller Office. One reason accounting to such figure is due to the higher cost of health insurance nowadays, despite of the wide array of health insurance companies to choose from.



Every El Paso resident, whether individual, families, students, and employers, deserves to have an access to quality health coverage within an affordable cost. Because of the high cost of health insurance nowadays, even working families are having difficulty in securing a health plan of minimum heath coverage. In the same manner, a low-cost health insurance for El Paso-based employees is also one of the challenges facing small and large businesses operating in the city.



Among the uninsured population in El Paso are children and young adults and individuals that belong to low-income working class. The highest incidence of uninsurance is mostly on the Hispanics and followed by the African-Americans.



To address the needs of El Paso residents for a low-cost health insurance, the Great El Paso Chamber of Commerce initiated the measures to decrease the incidence of uninsured individuals in the city, which was the center of the Health Care Conference in June 2006.



The agenda includes the following calls to different agencies and entities concerned:



• Different El Paso-based health insurance companies must provide low-cost health care plans for all employees for an affordable cost to the employers;


• The city must also receive increased financial assistance for their Children’s Health Insurance Program (CHIP) and Medicaid to accommodate further enrolment of uninsured individuals, particularly those who have low-income;


• Increased funding for research and better delivery of basic health care services should be always a priority; and


• Increased access to state-funded health care programs through massive recruitment and retention for health care providers.



With the aforementioned calls being acted by the agencies and entities concerned, the number of uninsured population in El Paso will decrease and at the same time will have an access to low-cost health insurance plan for their health needs.
